广东科学中心儿童探索馆方案设计国际竞赛公告.pdf广东科学中心儿童探索馆方案设计国际竞赛公告InternationalDesignCompetitionforChildren’sDiscoveryHallofGuangdongScienceCenterAnnouncement一、项目名称：广东科学中心儿童探索馆方案设计国际竞赛I.ProjectName:InternationalDesignCompetitionforChildren’sDiscoveryHallofGuangdongScienceCenter(theCompetition)二、主办单位：广东科学中心代理单位：广东省国际工程咨询有限公司II.Organizer:GuangdongScienceCenter(GDSC)Agent:GuangdongInternationalEngineeringConsultingCo.,Ltd三、项目概况及竞赛要求III.ProjectOverviewandCompetitionRequirements项目概况：本设计项目为广东科学中心儿童探索馆项目，专为0-10岁儿童设计。展厅面积约4100㎡，具备展示基础条件。总投资约人民币7110万元（注：总投资基于在中国境内完成展览深化设计和制造的成本水平提出，设计应关注到不同国家/地区成本差异）。ProjectOverview:ThedesignprojectisabouttheChildren’sDiscoveryHallofGDSC,itistailor-designedforchildrenaged0to10.Itisa4,100m2hallwithbasicexhibitionconditions.ItstotalinvestmentisaboutCNY71.10million.(Note:ThetotalinvestmentmentionedaboveisbasedontheexhibitiondetaileddesignandfabricationcostsintheChinesemainland,andthedesignersshouldtakenoteofthecostdifferenceamongdifferentcountries/regions.)竞赛要求：对儿童探索馆开展概念方案设计（详见竞赛文件第二章要求）。要求方案具有原创性，并避免与中国国内已有同类场馆雷同。Competitionrequirements:ProvideconceptdesignfortheChildren’sDiscoveryHall(seeChapterIIoftheCompetitionDocumentfordetails).ThedesignschemeshouldreflectoriginalcreativitytodifferentiatetheProjectfromitscounterpartsinChina.四、资金来源：专项资金。IV.Sourceoffunding:specialfund五、竞赛报名方式V.Registration（一）、参赛人报名条件(I)EligibilityofParticipants（1）境外（包含香港特别行政区、澳门特别行政区和台湾地区，下同）参赛人须为所在地合法注册的机构，并提供有效的登记证明。（注：所在地是指公司、企业或机构依法注册经营业务或设立办事机构的主要地方）。(1)ParticipantsfromoutsidetheChinesemainland(includingthosebasedinHongKongSpecialAdministrativeRegion,MacaoSpecialAdministrativeRegionandTaiwanregion,thesamebelow)shallbelegallyregisteredpracticesintheplacewheretheyarelocated(i.e.,themainplacewherethecompany,enterpriseororganizationisregisteredforbusinessoperationorofficeestablishmentaccordingtolaw),withthevalidregistrationcertificateprovidedasproof.（2）境内（不包含香港特别行政区、澳门特别行政区和台湾地区，下同）参赛人须具有独立法人资格，提供有效的营业执照（或事业单位法人证书）。(2)ParticipantsfromtheChinesemainland(excludingthosebasedinHongKongSpecialAdministrativeRegion,MacaoSpecialAdministrativeRegionandTaiwanregion,thesamebelow)shallhaveindependentlegalpersonqualification,withthevalidbusinesslicense(orpublicinstitutionlegalpersoncertificate)providedasproof.（3）本项目参赛人需具有以下设计业绩：参赛人独立承担过2个或以上国家的科技馆/科学中心/博物馆的主题展览设计案例（以合同或业主证明或获奖证明或其他有效业绩证明文件为准。以上证明文件应体现机构名称、项目名称和展馆名称）。(3)Participantsshouldhaveindependentlyundertakenthemedexhibitiondesignforscienceandtechnologymuseums,sciencecentersormuseumsinatleasttwocountries(designcontracts,client’sreferenceletters,awardcertificates,orothereffectivecertificatesshallbesubmittedasproofs,wheretheparticipant’sname,projectnameandvenuenameshallbeindicated).（4）本次国际竞赛不接受联合体或个人名义参与竞赛。(4)ConsortiaorindividualsarenotallowedtoparticipateintheCompetition.（5）参赛人的负责人为同一人或者存在控股、管理关系的不同单位，不得同时报名参与本竞赛项目。(5)ParticipantsheadedbyonesamepersonorrelatedtoeachotherintermsofshareholdingoradministrationarenotallowedtoregisterfortheCompetitionatthesametime.（6）报名的参赛人未被列入以下系统相关名录：①国家企业信用信息公示系统（http://www.gsxt.gov.cn/）的经营异常名录或严重违法失信企业名单；②信用中国（http://www.creditchina.gov.cn/）的失信惩戒名录；③中国执行信息公开网（http://zxgk.court.gov.cn/）的全国法院失信被执行人名单。以上均需提供查询结果网页截图打印件并加盖单位公司公章。（仅适用境内参赛人）(6)Interestedpartiesincludedinthefollowingsystemlistswillberejected:①ListofabnormaloperationsorlistofseriousillegalanddishonestenterprisesbyNationalEnterpriseCreditInformationPublicitySystem(http://www.gsxt.gov.cn/);②ListofpunishmentfordishonestybyCreditChina(http://www.creditchina.gov.cn/);③ListofdishonestpersonssubjecttoenforcementbycourtsnationwidereleasedonChinaEnforcementInformationDisclosureNetwork(http://zxgk.court.gov.cn/).AprintedscreenshotofthequeryresultwebpageaffixedwiththecorporatesealoftheParticipantshallbeprovidedasproof(onlyapplicabletoparticipantsfromtheChinesemainland).（二）、竞赛报名时间及方式(II)TimeandFormat1、报名时间：北京时间2024年1月23日00时00分至2024年2月5日17时30分（日历日，含节假日）；1.Registrationtime:from00:00,January23,2024to17:30,February5,2024(BeijingTime,Calendardays,includingpublicholidays);2、有意参加的参赛人必须在报名截止时间前下载和填写《报名登记表》（详见公告附件一），并将填好的《报名登记表》以电子邮件方式发至代理单位邮箱：shenggj@163vip.com。以邮箱接收到的时间为准，逾期抵达的报名概不接受。2.InterestedpartiesshalldownloadandfillouttheRegistrationForm(seeAppendixItotheAnnouncement)andemailittotheAgentatshenggj@163vip.combeforetheregistrationdeadline(subjecttothetimewhentheemailisreceived).Anyregistrationreceivedafterthestipulatedtimeanddateabovewillnotbeaccepted.六、竞赛方式VI.CompetitionFormat1、竞赛形式1.Format通过在网站发布竞赛公告，公开接受境内外参赛人的报名。TheAnnouncementoftheCompetitionwillbereleasedonwebsitesasanopencallforregistrationofparticipantsbothfromandoutsidetheChinesemainland.2、参赛文件准备时间2.DurationoftheCompetition竞赛设计等竞赛准备工作期限从公告发布之日起60个日历天。ThedurationoftheCompetitionis60calendardaysfromthereleaseoftheAnnouncement.3、评审方式3.Evaluation（1）符合性审查(1)ComplianceReview评审委员会将对参赛人提交的参赛文件进行符合性审查，确定参赛人或参赛文件是否符合要求。不符合要求的参赛文件或参赛人不得进入下一阶段的评审。TheEvaluationPanelwillexaminethecomplianceofthesubmittedentriesanddeterminewhethertheParticipantsortheentriesmeettherequirements.IneligibleentriesorParticipantsshallnotenterthenextstageofevaluation.（2）方案评审(2)DesignSchemeEvaluation评审委员会对有效竞赛设计成果文件进行方案评审，以投票方式评选出第1-4名。TheEvaluationPanelwillevaluatethevalidentriesandvotetoselectthetopfourplaces.4、竞赛费用4.PrizeMoneyandHonoraria（1）中选金额：获得第一名的参赛人为中选单位，中选单位将与竞赛主办单位签订合同，负责按要求完成儿童探索馆初步设计工作，中选金额即合同金额为人民币500万元。(1)Prizemoney:The1stplacewinnershallbethecompetitionwinnerwhowillsignadesigncontractwiththeOrganizerandcompletetheschematicdesignfortheChildren’sDiscoveryHallasrequired.Theprizemoney,namelythecontractprice,isCNY5million.（2）成本补偿：获得第二名的参赛人将获得成本补偿人民币50万元，获得第三名的参赛人将获得成本补偿人民币35万元，获得第四名的参赛人将获得成本补偿人民币25万元。对获得第一名的参赛人，其成本补偿已含在中选金额中，竞赛主办单位不再另行提供成本补偿。(2)Honoraria:The2ndplacewinnerwillreceiveanhonorariumofCNY500,000,the3rdplaceCNY350,000,andthe4thplaceCNY250,000.TheOrganizerwillnotpayhonorariumtothe1stplacewinnerseparatelyasitisalreadyincludedintheprizemoney.（3）以上所有费用均以人民币计算，且已包含中华人民共和国境内（不含香港特别行政区、澳门特别行政区和台湾地区）按中华人民共和国税法相关规定应缴纳的税金，如涉及发生境外税费的则该境外税费由参赛人自理。(3)AlltheabovepaymentsarecalculatedinCNY,includingtaxespayableinaccordancewithrelevantprovisionsoftheTaxLawofthePeople”sRepublicofChinawithintheChinesemainland(excludingHongKongSpecialAdministrativeRegion,MacaoSpecialAdministrativeRegionandTaiwanRegion).TaxesarisingfromoutsidetheChinesemainland,ifany,shallbeattheParticipant’sownexpense.（4）被评审委员会评定为无效方案的参赛人，将不能获得补偿。(4)ParticipantswhoseentriesareidentifiedinvalidaccordingtotheEvaluationPanel’sdecisionwillnotreceiveanyhonorariumpayment.（5）获得中选的参赛人应根据专家评审意见和主办单位的意见和要求完成初步设计工作，详见竞赛文件《中选单位初步设计任务书》要求。(5)ThecompetitionwinnershallcompletetheSchematicDesignaccordingtotheexpertreviewcommentsandtherequirementsoftheOrganizer.SeetheSchematicDesignBrieffortheCompetitionWinnerincludedintheCompetitionDocumentfordetails.七、竞赛文件VII.CompetitionDocument详见公告附件二《竞赛文件》，自行在广咨电子招投标交易平台https://new.gzebid.cn/#/公告附件中下载。Fordetails,pleaseseeAppendixIICompetitionDocumentattachedtotheAnnouncement,whichmaybedownloadedfromthee-biddingtradingplatformofGuangziInternational(https://new.gzebid.cn/#/).八、其他VIII.Miscellaneous1、参赛人按上述规定提供的所有文件材料均须是中英文对照，当同一资料的中文与英文发生歧义时，以中文为准。1.AlldocumentssubmittedbytheParticipantsaccordingtotheaboveprovisionsmustbeinbothChineseandEnglish.IncaseofanydiscrepancybetweentheChineseandEnglishversions,theChineseversionshallprevail.2、如遇特殊情况，主办单位需要延长本竞赛文件规定时间的，将提前向所有参赛人发出通知。2.IncaseofspecialcircumstanceswheretheOrganizerhastoextendthetimeschedulespecifiedintheCompetitionDocument,anoticewillbesenttoallparticipantsinadvance.3、主办单位在按规定向符合条件的参赛人支付竞赛费用后，该部分参赛人的竞赛设计成果文件（含中选方案）除署名权归参赛人所有，其他知识产权归主办单位所有。参赛人可选择放弃补偿，则设计成果知识产权仍归参赛人所有。3.AftertheOrganizerpaystheprizemoneyandhonorariatotheeligibleParticipantsinaccordancewithrelevantregulations,allIPrightsofthecompetitiondeliverables(includingthewinningschemes)ofsuchParticipantsshallgototheOrganizer,exceptfortheauthorshipwhichstillresidesintheParticipants.TheParticipantshavetherightstowaivethehonorariumpaymentinexchangefortheintellectualpropertyrights.4、参赛方案须由参赛人原创，如因参赛方案或成果涉及侵犯第三方知识产权的，均由参赛人自行承担可能发生的全部应诉抗辩、赔偿、惩罚等经济和法律责任，且参赛人须赔偿由此导致主办单位或第三方的一切损失（包括且不限于：诉讼费、律师费、差旅费、经裁定由委托人承担的所有费用等）。4.ThedesignschemesubmittedundertheCompetitionmustreflecttheoriginalcreationoftheParticipant.Incaseanydesigndeliverablesinfringeupontheintellectualpropertyrightsofathirdparty,theParticipantmustbearallpotentialeconomicandlegalliabilitiessuchaslegaldefenses,compensationandpenalty,andcompensatetheOrganizerorathirdpartyforalllossescausedthereby(includingbutnotlimitedtolegalfees,lawyerfees,travelexpensesandallexpensesthatshallbebornebytheclaimantaccordingtoruling,etc.).5、本公告与发布的《竞赛文件》有不符合之处，以《竞赛文件》为准。5.IncaseofanyinconsistencybetweentheAnnouncementandtheCompetitionDocument,thelattershallprevail.6、本次竞赛及相关的一切文件适用的法律为中华人民共和国法律。本次竞赛将在公平、公正、公开的原则下进行。如有纠纷，将按中国法律、法规，通过友好协商或仲裁程序解决。6.TheCompetitionandallrelevantdocumentsshallbesubjecttothelawsofthePeople”sRepublicofChina.TheCompetitionwillbeconductedundertheprinciplesoffairness,impartialityandopenness.AnydisputearisingtherefromshallbesettledthroughfriendlyconsultationorarbitrationproceduresinaccordancewiththelawsandregulationsinChina.7、本竞赛为方案设计国际竞赛，非工程招标或政府采购行为。7.TheCompetitionisaninternationaldesigncompetitionratherthanaprojectbiddingorgovernmentprocurement.8、本公告内容的中文与英文发生歧义时，以中文为准。8.IncaseofanydiscrepancybetweentheChineseandEnglishversionsoftheAnnouncement,theChineseversionshallprevail.9、本次方案设计国际竞赛中选机构不得参加中选项目相应的下一阶段深化设计与实施的投标。9.ThewinnerofthisdesigncompetitionisnotallowedtoparticipateinthebiddingforthesubsequentdetaileddesignandimplementationoftheProject.九、发布公告的媒介IX.AnnouncementMedia本次竞赛公告同时在中国招标投标公共服务平台（http://www.cebpubservice.com）、广东省招标投标监管网（http://zbtb.gd.gov.cn/）、中国采购与招标网（http://www.chinabidding.com.cn）、广东科学中心网（http://www.gdsc.cn）、广咨电子招投标交易平台网站（https://new.gzebid.cn/#/）发布。TheAnnouncementoftheCompetitionisreleasedatthesametimeatthefollowingwebsites:ChinaTenderingandBiddingPublicServicePlatform(http://www.cebpubservice.com),GuangdongProvincialTenderingandBiddingSupervisionNetwork(http://zbtb.gd.gov.cn/),ChinaBiddingNetwork(http://www.chinabidding.com.cn),officialwebsiteofGuangdongScienceCenter(http://www.gdsc.cn),thee-biddingtradingplatformofGuangziInternation
